Data Notification
LIM Handling of Summer Time/Daylight Savings Time

LIM Data Warehouse - October 2007 - Change Management - Standard Operating Procedure
Background
Data from various LIM vendors of U.S. and European Electricity markets, is quoted 24 x 7 on an hourly or more frequent basis. Because these markets typically adhere to local time zone patterns, there is a transition each year from the “Summer” clock (Daylight Savings Time or DST in the U.S.) to the “Winter” clock. On the transition day, there are 25 hours in one day. LIM's data warehouse now captures values for the 25th hour and distributes the data to clients as a separate time series. Prior to 2006, the "extra" hourly values only showed up as a correction in the MIM.
Current Treatment of DST
This year (2007) LIM is capturing the extra hour for both U.S. and European electricity markets. The data for the 25th hour will be captured in a new LIM column relation that will be added to each affected symbol. The new column will therefore have data for one hour each year. In the case of relations which update at increments smaller than 1 hour, there will be an equivalent DST point for each increment.

In Europe, Summer time will end on October 28, 2007, while in the U.S., DST will end on November 4, 2007.
